Contractor Assessment and Selection

Once the form of contract has been determined and drawn up, it is important to set up selection criteria that will lead to the choice of the 'right' contractor, i.e. a contractor that the owner wishes to do business with over a long period.

The criteria should include the following:

  • Previous experience, commitment and performance. Need to check all contracts - not just nominated referees
  • Technical competence to provide the required services and access to appropriate technologies and expertise
  • A demonstrated ability to use and communicate with the asset management systems and processes that are in place
  • An industry standing in their field
  • Financial viability and stability
  • Long-term commitment by way of workforce development, training and permanency
  • Quality accredited organization
  • Proven management skills
  • An in-depth knowledge of the industry
  • Formulated policies for occupational health, safety and industrial relations
  • An attitude or culture of continuous improvement and acceptance of rewards and penalty systems
  • The degree of sophistication and complexity related to existing contracts.

Selection processes often involve an expression of interest from potential parties, high levels of assessment to select the 2 or 3 best candidates, followed by detailed and in-depth assessments of those candidates.

A ranking system against the selection criteria is often used to quantitatively judge the candidates.
