Setting up the processes and acquiring the necessary data and systems are usually capital investment costs, which are incurred upfront during the implementation stage of the program.

If this will be problematic, the organization could either:

• Extend the program period to level out the resources requirement in the case of financial constraint
• Consider contracting out some of the works in the case of staff shortage.
